The board of directors of the Gate Bridge, Highway and Transportation District approved a committee's decision last month to develop a design, conduct environmental reviews and seek funding to build the suicide deterrent. Since the bridge was built in , an estimated 1, people have taken the deadly -foot plunge from what consider the world's leading site for suicides. An average of 20 people pitch themselves over the 4-foot-tall rail each year. Gate directors expressed concern about how the district would pay for the project. The cash-strapped agency already is considering raising bridge tolls from $5 to $6 to close a $70 million budget shortfall. The district plans to look for outside money to pay for the studies, which are expected to cost about $2 million and take about two years, said spokeswoman Currie. Building the barrier itself is estimated to cost between $15 million and $25 million. Engineers confront the complex job of ``finding something that deters suicides while keeping the flavor of the bridge in its original deco style,'' Currie said. Since the early s, bridge architects have drawn up more than a dozen different barrier designs, but all have been judged too ugly or ineffective at stopping suicides. ``It's one of the top icons in the world. Anything you do to it has to be done cleverly,'' said MacDonald, a San architect who designed previous barriers for the bridge. One of the biggest challenges is creating a barrier that won't block the wind. Powerful gusts have forced the closure of the 4, -foot bridge connecting San and County, and a poorly designed barrier could cause the span to shake uncontrollably. The latest campaign to erect a suicide barrier began after a documentary-maker filmed 19 people leaping from the bridge to their deaths. About a dozen barrier advocates at Friday's meeting gave emotional testimony about loved ones who jumped off the bridge. ``The longer we delay, the more lives it's going to cost, the more money it's going to cost and the more we lose focus,'' said Meyer, executive director of San Suicide Prevention.
